Cultural and technological barriers are hindering the wider use of e-learning among UK organisations, according to a survey of managers by the Chartered Management Institute and the Centre for Applied Human Resource Research. It found only 54% have used e-learning tools in the last year and just 20% have participated in a structured e-learning programme. It says resistance to e-learning is caused by the loss of the human touch, with 72% preferring face-to-face conversations and 37% opting for tutor-led development. Another barrier is limited interaction: 28% said e-learning content is not engaging and 46% said there are too many distractions diverting them from PC-based learning material. This includes plans to establish an independent regulator, the Office of the Qualifications and Examinations Regulator, which will take on the regulatory functions of the Qualifications and Curriculum Authority (QCA); and a development agency for curriculum, assessment and qualifications which will take on the non-regulatory functions of the Qualifications and Curriculum Authority (QCA). The proposals are contained in a document called Confidence in Standards: Regulating and developing qualifications and assessment. It sets out proposals for the powers and responsibilities of the new regulator and the agency, and for issues such as governance, appeals and the operational relationship between the two organisations. The consultation runs until 10 March 2008. For details or to respond, see the DFES website. Jan 2008

BulletFUNDING FOR HIGHER LEVEL SKILLS...
The government has announced new funding to support innovative ways for Higher Education to work with employers to meet their skills needs. It says to do this, the higher education system needs to reach out beyond school leavers doing traditional degrees to more flexible courses designed and co-funded by employers: HEIs will need to develop new ways of teaching the workforce, including in the workplace and on-line, tailored to company needs. This could take a variety of forms, ranging from short customised courses to support for management and leadership. The money, funded through the Higher Education Funding Council for England, will be used to part fund places with an employer topping up to the actual cost of the place. The co-funding budget for the next three years will be £15m in 2008-09, rising to £40m in 2009-10 and at least £50m in 2010-11. Jan 2008

Bullet... BUT LESS FUNDING FOR TRAINING NON-IT GRADS?
There has been criticism of a government proposal that would cut funding for IT training. The proposed change is aimed at increasing the number of students getting a first degree by directing funding away from those studying for second qualifications, which often include IT. It would mean that either the employer or employee would have to pay for any technical training needed by non-IT graduates moving into the industry. An Institute of Directors spokesman said: "We deplore any steps that make such dual qualification more difficult, and we believe this will have a negative effect on businesses of all sizes".
